Civic League Property Rules

Only DLE residents who are paid Civic League members shall have lake and playground privileges. THE USE OF ALL CIVIC LEAGUE PROPERTY, INCLUDING THE LAKE AND PLAYGROUND, IS AT YOUR OWN RISK.

  • Civic League members must be with their invited guests at all times (with the exception of #3 below). No resident of Diamond Lake Estates shall be considered a guest.
  • In a paid member's absence, their immediate family members* shall have swimming and fishing privileges only. They must have with them the current original DLE membership card of their family member**.
  • Members are responsible for their actions and those of their guests and can be suspended from use of the lake for any violation of the rules.
  • Members of the DLE Civic League who plan to use the lake for an event with twelve (12) or more guests must notify a Board member prior to that event.
  • Swimming is allowed only in designated roped areas.
  • All children under the age of 12 must be accompanied by the parent or other responsible adult when entering the water.
  • All non-swimmers, regardless of age, must remain in the roped off section of the swimming areas. Non-swimmers under the age of 12 must wear a life preserver.
  • All swimmers, age 12 and under, may go outside of the roped off area to the raft when supervised by a responsible adult.
  • There is to be no horseplay on the raft or in the swimming areas including, but not limited to, swimming under the rafts, pushing or shoving others off the rafts, or throwing mud or rocks.
  • While swimming between the roped off areas and the buoys, you must use the "Buddy System".
  • There is no swimming or watercraft activity from sunset to sunrise.
  • All residents must annually register their personal watercraft (boat, jet ski, etc.) with the Civic League prior to use. Any watercraft not belonging to a DLE member is considered a guest and may use the lake for four consecutive days, at a fee up to $25.00 maximum.
  • All Coast Guard and Virginia Department of Game and Inland Fisheries rules for watercraft must be obeyed at all times.
  • All watercrafts on trailers must be launched at the northwest corner of the lake (Gretna Road). Cars and trailers can be parked vertically at the Gretna Road parking area only. There is to be no parking on the boat ramp.
  • No more than five (5) watercrafts will be allowed to operate on the lake at one time, of which a maximum of two watercrafts towing skiers will be allowed.
  • All watercrafts will be operated in a counter-clockwise direction.
  • Watercrafts and skiers are prohibited from operating within the buoy markers.
  • All skiers must wear a PFD (personal flotation device). This is a Coast Guard regulation.
  • When pulling skiers all watercrafts must have two people on board or be equipped with a rear-view mirror.
  • No profanity is to be used in or around the civic league properties.
  • No alcoholic beverages or illegal substances are to be consumed or used on any Civic League property.
  • No pets are allowed in the swimming areas.
  • No trash, debris, unauthorized chemicals, or other foreign matter is to be put into or on any Civic League property. This is subject to a fine under the ordinance of the City of Virginia Beach.
  • No operation of any unauthorized motorized vehicles is allowed on any Civic League property.
  • All watercrafts are to be removed from the lake between Thanksgiving weekend and Memorial Day. Watercrafts may be kept in the water three (3) days at a time between Thanksgiving weekend and Memorial Day. All Civic League Property Rules regarding watercraft operation apply.
  • Anyone violating the above rules or verbally abusing any member will be suspended from use of the lake. Only elected officials have the authority to suspend any violators from use of the lake. Suspensions are for the period of one (1) week but longer suspensions can be made by the Board of Directors.

* Immediate Family: A defined group of relations, used in rules or laws to determine which members of a person's family are affected by those rules. It normally includes a person's parents, spouses, siblings, children and first and second cousins. It can contain others connected by birth, adoption, marriage, civil partnership, or cohabitation, such as grandparents, great-grandparents, grandchildren, great-grandchildren, aunts, uncles, siblings-in-law, half-siblings, adopted children and step-parents/step-children, and cohabitating partners. ** Replacement of lost or misplaced membership cards will result in a $5.00 replacement fee.
